CARES Act – Student Aid Reporting

The CARES Act Higher Education Emergency Relief Fund (HEERF) provides funding to institutions for emergency financial aid grants to students whose lives have been disrupted by the coronavirus pandemic. As per the Certification and Agreement signed when applying for HEERF funds, El Camino Community College District (ECCCD) is complying with Section 18004(e) of the CARES Act to submit the initial report (“30-day Fund Report”) to the Secretary 30 days from the date of the institution’s Certification and Agreement, more specifically the date on the GAN P425E201128 (4/23/2020) issued to ECCCD by the U.S. Department of Education. This information is being posted on the institution’s webpage thus making it easily accessible to the public. 

With regard to the CARES Act Section 18004(a) (1), El Camino Community College District (ECCCD) acknowledges and assures that:

1.  A signed Certification and Agreement was returned to the Department of Education on 4/14/2020. We assure that ECCCD has used, and intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

2.  The total amount of funds that the institution has received from the Department pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students is: $28,274,427.00. 

3.  The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission of the first (30-day) Report, 5/22/2020, is:

6.  The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act: Using guidance from the U.S. Department of Education, El Camino College has implemented a procedure for disbursement of these funds. Students who are enrolled in 3 or more units, have a financial aid application on file, meeting Satisfactory Academic Progress, and have need (Cost of Attendance minus Expected Family Contribution) are awarded the Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES Act. Students enrolled in 3 to 5 units will be awarded $250. Students enrolled in 6 or more units will be awarded $500. Funds will be received via the disbursement method a student has previously selected to receive financial aid (i.e. BankMobile account, direct deposit, paper check, etc.). If a disbursement method has not been selected, the student will be asked to choose one. Students who have not completed a FAFSA application  may still do so.

7.  Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants. Students were informed via an emailed press release that CARES Act Student Aid funding was designated as direct aid to students for their education-related costs such as textbooks, technology, and other similar expenses. A student will receive an award of either $250 or $500 based on:

  • Having completed a financial aid application
  • Having fulfilled any additional documentation requests for financial aid eligibility
  • Meeting Satisfactory Academic Progress standards
  • Being enrolled in 3 or more units
  • Having financial need, calculated as cost of attendance minus expected family contribution

Disbursement of funds was scheduled to begin on May 13, 2020.

Students who have not completed a financial aid application were informed that they may still do so. Ongoing and direct financial aid outreach is being conducted to perspective and continuing students/families about the availability of financial aid and the appeal process should the family experience any extenuating circumstance such as job loss.

CARES Act – Institutional Aid Reporting

As per the Certification and Agreement signed when applying for HEERF funds, El Camino Community College District (ECCCD) is complying with Section 18004(e) of the CARES Act to submit the initial report (“30-day Fund Report”) to the Secretary thirty (30) days from the date of the institution’s Certification and Agreement, more specifically the date on the GAN P425F201574 (5/6/2020) issued to ECCCD by the U.S. Department of Education. This information is being posted on the institution’s webpage thus making it easily accessible to the public. The report includes the following:

1. El Camino CCD signed (on 4/14/2020) and returned to the Department the Certification and Agreement on 4/14/2020.

2. The total amount of funds that the institution has received from the Department pursuant to the institution’s Certification and Agreement for Higher Education Emergency Relief Fund (Institution) is: $5,829,989.

3. Spending of funds: While the institution has been spending funds that are allowable expenses under the Institutional Aid of the CARES Act, as the priority was placed on those funds going to Student Aid, we have yet to set up a separate budget account to track the Institutional portion within the first 30 days, so there is no specific tracking yet to show. We anticipate having spending to report in subsequent reports.

We attest that we will follow the HEERF reporting requirement to:

  • Document that Recipient has continued to pay all of its employees and contractors during the period of any disruptions or closures to the greatest extent practicable, explaining in detail all specific actions and decisions related thereto, in compliance with Section 18006 of the CARES Act.
