The COVID-19 pandemic has had a devastating effect on California’s budget, creating a shortfall of more than $54 billion. The 2020 Budget Act signed by Governor Newsom seeks to offset the more than $10 billion in revenue loss to K-14 schools caused by the COVID-19 recession, and defers $12.9 billion in payments into the next fiscal year.
